It is allowed to overdraw you just need to pay some extra money for it. And the limit isn't 15 minutes but 21. Scooter only cut or fit b-sides to limit to save money that's why they are so short.

so? every normal single usually doesn't last longer thatn 15 minutes. it is not Scooter who are to blame for that. The whole music-industry aims to get most possible money with least production costs. I bet it is some manger within kontor who decides what length a single cd has to have

yes Scooters big Kontor management give orders... :lol:
Scooter can do what they want their only titled manager is Jens Thele and he's the owner of Kontor and her friend and band member. And they release at own label. It's only a question of money and if Scooter really would like to overdraw for a good long b-side nobody would embarrass them to do that.

I think most Scooter singles are longer than 15 minutes. You just need to be able to sum up. :)
15 minutes isn't the limit. And there's no time limit if you want. There are also artists with singles up to 30 minutes or longer...
