i havent listened to the other traxx so nevermind ;)
all i know is the original pitch of the sample and that scooter used just some parts of the whole thingy.
btw: the sample sounds like a politician speech for me (especially taking in consideration the "unknown" parts of the speech).

It's not a politician speech. It was said by a pastor of some church. The first artist who used this has picked out some phrases from the text and just coupled together. If you google the lyrics, you'll get several links with that wellknown speech.
