How come some people can post threads, or posts while others can't?

(I can't post in the offtopic forum at all, yet I can here and it's getting very annoying as I had a couple of potentially interesting threads I wanted to post)

I don't know why some work and others don't - but they all seem to appear evenrually (except new topics, which sometimes never seem to appear)

The forum is having another day of displaying topis that were not originally visible - I have just deleted a lot of duplicate topics from mid-june, and some old spam topics which just suddenly displayed :? ...... must be all the recent activity ....

The debug page on this forum is really start to hack me off whenever I post, and you might have spotted that I am back on more regularly now.

But I may be inclined to make a swift :arrow: unless it's sorted out at some point soon.
