I was wondering the same, because it looked like the reporter wanted to start a new sentence after "Übrigens". But the article is finished there, but I also have the feeling some part is missing, or befor "Übrigens" had to be a (,) instead of a (.)

As far as I know, "respect to the man in the ice cream van" is a contribute to KLF, from Scooter.
I don't know who first made that line, though...

Also in the song 'Justified and Ancient.' Not sure of the full lyrics though.
