I think it's a way to prevent spammers and spambots from posting too much.
30 secs is better than 15, in that way that spambots doesn't get to post too much.

I have no problem with this 30 sec thing because my computer is very slooooow (except yesterday, I had problem).
But it's not so cool. Mercy.
My pc is average fast, and it's SO annoying when I have to wait unnecessary long to post a new post
