I know a lot of artists who only release a single with 1 or 2 tracks. They have no extended mix, no remixes (or just one) and no b-side at all...
...
I'm glad Scooter still produce extended/club mixes and a nice b-side

A very good point! Like Rammstein's P*ssy single:
1. P*ssy
2. Rammlied (not much point since the very song was the starting track of the album)
Ich Tu Dir Weh has some remixes but no b-side either...
 This is a signature.

here is another thought, maybe the tracks were made short purposely to suit the IIHF tour, small tracks with big impact, without all the build ups and strait to the good parts if you see my meening

The 22 minutes time-limit ist pure nonsense. There is nothing like this. Or at least it won't cost more to burn a CD. It is not important if the CD is 20 minutes or 40 minutes long.
Me and some of my friends made a DVD and give it to a company to make it for us. And they made the costs equal, they didn't care whether it was a 90 minutes or a 100 minutes movie. The money were the same. Only the print costs can change. It depends on if you want to make just a black-white cover or with colours.
Anyway if the prices for a DVD does not change, the prices for a CD-Single (!) won't have a change either.

This taxes isn't for CD production. This is tax of GEMA (Gesellschaft für musikalische Aufführungs- und mechanische Vervielfältigungsrechte).
This additional tax if you CD lasts longer than 24 minutes. (no matter 25 or 80, tax is fixed).
Also there are single rules in UK, which allow only 25 minutes long for single with b-side(s).

Yes, it's because of the GEMA license fee.

GEMA Table as a PDF file in german (prices may vary!!):
www.gema.de/index.php?eID=download_file&file=823

There are some more fees you can ask the GEMA for each CD release. Maybe with a discount price...

Rofl. :D This made me laugh... But granted, I can't figure it out either. To me it sounds something like "beautiful ?? than the breast of a goat" but that doesn't make any sense either. I love these strange sound clips they're using. :D

The single tracklist looks more like an EP than a single because there are 4 totally different tracks on there. Maybe that has something to do with the 22 minute length, as though if it were any longer it couldn't be considered a single. Perhaps the powers that be are concerned that the songs popularity would be misrepresented in the charts if people are in fact buying the single for Ti Sento or Metropolis rather than Stuck on Replay or any its various mixes.

Shorter Versions have the advantage that there is more focus on the melodical parts. People and also a lot of non-techno fans will listen to the refrains of "TS", "SOR" and "Metropolis" at the hockey championship. So they want those melodies/refrains and not long boom-boom-intros/-outros.
But it wold have been another possibility to make a 2-CD-release: one version with long remixes for techno-/Scooter-fans and one "radio/pop/mainstream" version with the B-Side, Ti Sento and Metropolis. They did the same with "Shake that" and "Weekend".

How come that only from Scooter I hear about the 22 minutes single limit? Because Sash's new single "All Is Love" is going to have 17 remixes, and I think also ATB's releases are with longer mixes and total time for a single.

Yeah there are several singles that are 10 tracks plus with remixes and remix edits...

I honestly don't know...

I prefer to have a nice b-side than 17 remixes, I usually don't like remixes...

17 remixes are too much. Scooter should do it like some hands up artists. Three remixes in three different genres: house remix (example: Heiko and Maiko, Die Hoerer, Mark 'Oh etc.), hands up remix (example: Basslovers United, Rob Mayth, Topmodelz etc.) and one hardstyle remix (example: Illuminatorz, Jan van Bass-10 Remix etc.). As you can see, I only mentioned german artists, but you can also fill it with international artists. ;)
