to keep this voting real, they should add a IP-Blocker, which control, that the user can only give one vote with a IP.

The other thing would be, that you first log in with a nick-name, to vote for the artist. There I would also add a system, that each user can only make one vote on a day.

Voting each hour destroy a good competition. Also it shows, that the most fans are really have nothing better to do. You can also call this already fanatic. =|
